A non-Newtonian fluid does not follow Newton's law of viscosity. That is, its shear stress is not proportional to the flow's velocity gradient. It refers to a fluid model with a nonconstant (unstable) viscosity coefficient. Its characteristic is that viscosity varies with flow velocity, density, and so on.
