It means the first opening of a newly built or renovated theater. In earlier times, theater roofs were covered in wooden shingles (kokerabuki), and completion came only after clearing wooden chips remaining on the roof and scaffolding. Thus, “kokera-otoshi” apparently came to mean a first opening, though its etymology is unclear. Writing it as “kokera-buki-otoshi” is incorrect.
