The basis of the “Goldberg Variations” is the “Aria” in G major, essentially a sarabande in 2-part form (with repeats in each part). Bach varies this piece on the basis of its harmonic structure rather than its melody. This remains constant throughout the variations, including the 3 variations written in minor keys.
