“Ingin burei” means that an unnecessarily polite attitude instead makes the other person uncomfortable and gives an impression of discourtesy. The expression combines ingin, originally meaning politeness, with burei, meaning a breach of etiquette, and is often used when someone inwardly looks down on another person or maliciously feigns excessive respect.
