Power density increases with frequency by 3dB per 1 octave (10dB per 10-fold frequency increase), with density proportional to f, and the frequency range is finite. In computer graphics the term is used more loosely for noise with minimal low-frequency components and no spikes of concentrated energy. It is often used for dithering.
