This is because Rousseau believed that political society (the state) must be a mechanism guaranteeing the freedom and equality of all humans. Accordingly, through absolute obedience in politics to the general will, he sought the establishment of a genuinely democratic “republic” excluding partisan politics and vested-interest politics by some politicians. However, Rousseau’s “republic” is not a republic in the usual sense: even a monarchy counts as a “republic” if the rule of law is thoroughly enforced.
